There are a lot of ideas floating around the denomination, said Stephen Estock, chairman of the Christian Education and Publications Committee. A new plan could benefit from the best thoughts that are now circulating.
A new funding plan for the PCA’s Administrative Committee (AC) is likely headed to the 2012 General Assembly (GA).
The day after it became apparent that a fee-based funding plan—part of the 2010 PCA Strategic Plan—would fail to be approved by two-thirds of the denomination’s presbyteries, the Cooperative Ministries Committee (CMC) passed a motion to develop an alternative model.
The CMC is comprised of the coordinators and presidents of the PCA’s agencies and committees; the moderators of the past six General Assemblies also sit as non-voting members.
According to E.J. Nausbaum, moderator of the 35th General Assembly, opponents of the proposed funding plan were able to raise doubts about the constitutionality of the plan, the legal status of the denomination, and “the most popular of all, the slippery slope.” Most of us, Nusbaum said, when we’re in doubt, vote for the status quo. We may not make anything better, but we won’t make things worse. As we come up with another proposal, Nusbaum said, we need to overcome the doubts that have been planted.
CMC members broke into sub-committees to discuss how to correct misperceptions and rectify problems with the funding model. A six-member task force, to be named by GA moderator Harry Reeder, will incorporate the sub-committees’ thoughts into a new plan.
